 Keone'ula Blvd Crossing Guards

Lifelong Ewa Beach resident Kurt Favella is the man responsible for helping kids and parents cross Kapolei Parkway at Keone'ula Blvd on Aug 25th. After observing the safety concerns the other morning, Kurt decided to get out there and try to raise awareness regarding the safety concerns that anyone walking with their kids to school has been dealing with ever since the Parkway was opened up to Papippi Road.

Kurt won't be able to provide crossing guard duties every morning, but he is very active in the community and he can help us push the city to install crossing signals to help protect people crossing this busy street. Kurt observed numerous motorists swerving past pedestrians in the crosswalks over the past few days and also observed people trying to cross at Kekaiholo St. where there is NO crosswalk at all.

If you see Kurt, be sure and thank him for what he is doing.
In the mean time, keep bugging your public officials. There are only a few people complaining and they are easily dismissed by City and Haseko officials.

The Haseko point of contact is Sharen Tam.

 BILL 45 information

Councilmember Todd Apo is currently working on legislation which will help empower neighborhood boards. If passed, this legislation will help allow neighborhood boards identify hazardous intersections etc. and allow them to implement safety measures. Under the current scenario, everything goes through the Dept. Of transportation services and it could take years before something such as a crossing signal gets approved.

If you'd like to have your voice heard on this matter, here's some information.

Both peices of legislation were introduced by CM Todd Apo. If you are interested in submitting testimony on either measure, you can do so by sending a fax to 768-3827 or go to http://www.honolulu.gov/council/emailtpw.htm to e‑mail your written testimony.

BILL 45 (2008) – RELATING TO TRAFFIC ADMINISTRATION. Permitting the Council to require by ordinance, the location, selection, installation and maintenance of a traffic control device in certain situations.

here's the link to read bill 45
http://www4.honolulu.gov/docushare/dsweb/Get/Document-77109/38wq2ff-.pdfed first reading 6/4/08)

The second is:

RESOLUTION 08-148 – REQUESTING THE DEPARTMENT OF TRANSPORTATION SERVICES TO RESTART THE CITY TRAFFIC CALMING PROGRAM AND IMPLEMENT TRAFFIC CALMING MEASURES. Requesting the Department of Transportation Services to restart the city Traffic Calming Program and process and implement appropriate measures when requested via neighborhood boards, funded by the council, and determined to be appropriate to increase safety in residential neighborhoods, and review and improve the traffic calming process.

 speed tables

Here's a link to a device which is designed to slow traffic down to 25 mph. It doesn't require you to stop and doesn't make alot of noise like rumble strips.

It would simply force people to drive the speedlimit and could be placed in front of crosswalks. The intersection of Kekaiholo and Kapolei Parkway would be a good location for this device. It would slow people down on the long straight aways.

Mr. John Jepsen of Certified Management is also a resident of Ocean Pointe. As a resident, he has many of the same concerns as we do.

Mr Jepsen was very helpful and I definitely consider him an ally as we work toward a solution to this problem of public safety on Kapolei Parkway.
